Section I: Preamble:

The nations of Saoirse are an alliance formed with the sole purpose of the advancement of our sovereign nations & our closest allies.
This alliance is based on trust betweens its members, We, the Saoirse are here to protect and serve any nation under our Irish banner, We will be strong in the face of adversity; will be fearless in the face of danger. At such times when we are we weak our charter will be there to make us strong, It will be a beckon of light when all seems dark and as such we will abide by the rules of our Charter.

Section II: Admissions:

All nations under the Saoirse must swear alliance to the charter; they must conduct themselves by the charter, and for the charter .The only requirement for membership is the wish to work towards bettering the Alliance?

Members wishing to join must not be;

a) Currently be involved in a war/s

b) Be in another Alliance

c) Be listed as a target by any alliance


Section III: Secession & Expulsion from Saoirse:

a. Any member wishing to secede from the alliance can do so by respectfully submitting a written resignation from the alliance.

b. Should any member directly violate this Charter with rogue actions, disrespect of government, disrespect of our allies, or general conduct unbecoming of a Saoirse member they will be automatically put up for disciplinary action up to & including expulsion from Saoirse. The High Court shall decide if expulsion is necessary and the method of expulsion based on the severity of the offense. Expulsion may range anywhere from peaceful parting of ways to severe as ZI status enforced by the members you have inconvenienced with your failure to abide by this Charter.

c. Members who outright refuse to participate in a sanctioned war by the alliance government are eligible for expulsion. A valid reason may be provided for refusal of war participation. Approval for non-participation will be considered on a case-by-case basis.

d. Our Taoiseach will have the final say on the sentence of any High Court defendant put forward by the other sections of government and will vote on such in their own forum section no less than 2 days after the defendant is put forward.

Section IV: Government & Heads of Saoirse:

Section 1
The Saoirse government comprises of the
Taoiseach,
Tánaiste,
and the following Ministers;
Minister of Internal Affairs,
Minister of Defence,
Minister of External Affairs,
Minister of Economics,
Minister of Recruitment,
Minister of Education,
*Aire na Gaeilge.

Each member of the government is responsible and accountable for the actions of the Saoirse  government as a whole. Department Ministers are also responsible and accountable for their Departments.
Every government member has a single vote, with the the Taoiseach of Saoirse casting the deciding vote when required.

Extended Government
Each Minister may have a Deputy.
Deputy Ministers do not participate in governmental decisions, but may be invited to participate in the governmental discussions as necessary.
Their principal task is to assist the respective Minister in his duties and day to day operations within their Departments.

Government Positions and Descriptions

Taoiseach and Tánaiste
The Taoiseach of Saoirse represents the Alliance and heads the Saoirse government.
The Tánaiste assist's the Taoiseach and acts on the Taoiseach's behalf in his absence.

Ministers
* Minister of Internal Affairs:
Manages day to day internal affairs, and may assist with other ministers duties in their absence.
* Minister of Defense:
Manages day to day military affairs (offensive and defensive), and may assist with other ministers duties in their absence.
* Minister of Foreign Affairs:
Manages day to day foreign affairs (embassies, ambassadors, unauthorized attacks by or against Saoirse ), and may assist with other ministers duties in their absence.
* Minister of Recruitment:
Manages day to day recruiting and membership and trains new members, and may assist with other ministers duties in their absence.
*Minister of Economics:
Manages the daily physical responsibilities including all aid interactions, and may assist with other ministers duties in their absence.
*Minister of Education:
Manages new members which includes running the Academy, and may assist with other ministers duties in their absence.
*Aire na Gaeilge:
Is an honorary position within Saoirse its translate to Minister of the Irish, it is given to the member of the month in Saoirse each month it require's no special task our skill just pure determination.


Deputy Ministers

Each respective Minister will have a deputy, ranked 1 tier bellow the Minister.

Section 2
Elections

Any member of Saoirse may contest in the Elections for a Ministerial Office, except for the position of the Minister of Defence. Only Ministers may contest in the elections for the Office of the Taoiseach and Tánaiste.
A candidate contesting for any Office is elected with an absolute majority of the votes. In the event that no candidate receives the required majority than a second round of elections is held between the two candidates with the highest number of votes.
Each member of government may only sit two terms in their respective office.

Elections shall be carried out no sooner than 10 days and no latter than 5 days before the current term (of Office) ends.

Section 3
Appointments
Minister of Defence

Minister of Defence is appointed by the Taoiseach, with governement approval, for a period of 3 months.
After a new President is elected he continues to serve in his position for at least 3 weeks to ensure a stabile and harmless transition of Office.


Deputy Ministers

Deputy Ministers are appointed by department Ministers.
When a Minister resigns or vacates his Office the Deputy Minister takes over the department as the acting Minister until a new member is elected to that Office.
After a new Minister is elected the Deputy Minister continues to serve in his position for no longer than 3 weeks to ensure a stabile and harmless transition of Office.

Section 4
By-Elections

In all instances when a government member resigns or vacates the Office he holds, by-elections are to be held for that Office only.
Election rules apply for by-elections.

Vote of No Confidence

¼ of those entitled to vote in the elections may at any time propose a Vote of No Confidence to the Election Commission.
Election Commission starts the Vote of No Confidence, 48 hours after having received the request for the Vote.
The Vote of No Confidence is successful if at least 3/5 of the member vote in favor.
By-Election rules apply for the vacant Office in case of a successful Vote of No Confidence as appropriate.

Section V: Legislation

Any member of Saoirse may propose a new law proposal to the governement.
The government is bound to address the proposal and vote on it.
An absolute majority is required to confirm a proposal.



Section VI: Domestic Policies
Offensive Wars:
Any member that starts a war without permission will be warned once, and the second time expelled from the alliance with a possible zi.

Members found using nuclear warfare without authorization will be punished with a permanent zi and will be expelled from the alliance.

Defensive Wars:
Any member nation may defend themselves against an enemy attack without getting approval from Saoirse Gov.But,the member nation must post an attack of their nation in the appropriate area of our forums,as well as notify any Gov official,of the attack.

Nuke Policy: Any nation of the Saoirse alliance may possess nuclear weapons. The nuclear weapons may be used in a war, with an enemy alliance and/or a rogue nation, but not in tech raids unless the raider has expressed permission from the Minister of Defense.

Alliance Defense: The Government of Saoirse takes the security and defense of our alliance very seriously.Any attack,conflict,etc will be handled immediately,till it is resolved appropriately.

Tech Raiding:
Any member of the Saoirse may tech raid,with the following conditions:

1. You must not tech raid any aligned nation.
2. You must declare peace immediately after said raid.
3. You accept all responsibility for the raid.



Section VII: Amending The Charter
Amendments may be proposed by the government.
An amendment is submitted to the Alliance members for approval after receiving an absolute majority support in government.
This Charter may be amended by a 3/5 majority vote of the Alliance members
